Where does the burden of proof lie with a false accusation?

A person is innocent until proven guilty. Therefore where an accusation is made against someone it is by default false until proven true beyond any reasonable doubt by the person making the accusation. Hence the burden of proof rests with the accuser.

What is the source of the information published on False Accusations?

False Accusations contains publicly available information. In other words False Accusations is just a central repository for information that is published elsewhere. False Accusations does not pass judgement, give opinions or draw conclusions. 

Who can submit information to False Accusations?

Any person can submit information to False Accusations. Information submitted would be reviewed and would generally only be published if it met the criteria of being publicly available information. In exceptional cases this criteria could be waived, but this would only be done if the information submitted is supported by evidence which puts the information beyond any reasonable doubt.
